UCA Background:
The University of Central Asia (UCA) was founded in 2000 as a private, not for profit, secular university through an International Treaty signed by the Presidents of Tajikistan, Kyrgyzstan and Kazakhstan, and His Highness the Aga Khan; ratified by their respective parliaments and registered with the United Nations. Summary of the Position:
The Financial Analyst is a key member of the SPCE Senior Management Team, responsible for overseeing financial planning, analysis, and reporting. This role focuses on optimizing resource allocation, enhancing financial efficiency, and supporting strategic decision-making. The Analyst works closely with the UCA Finance Department and reports directly to the Director of SPCE.
Main Duties and Responsibilities:
- Consolidate and analyze financial data (e.g., budgets, forecasts, income statements) aligned with SPCE’s strategic goals.
- Develop and manage budgets for core operations and externally funded projects.
- Monitor and report on budget execution; analyze variances and recommend corrective actions.
- Conduct cost-benefit and efficiency analyses to optimize resource allocation.
- Provide financial forecasts and scenario modeling to support decision-making.
- Ensure accurate data entry in the ERP system and reconcile with original proposals.
- Coordinate with SPCE Centers and partners on project budgeting and annual planning.
- Identify and address technical accounting issues, especially with multi-source funding.
- Prepare financial reports for quarterly, year-end, and project-specific reviews.
- Recommend improvements in financial controls, reporting quality, and compliance.
- Lead or support initiatives for process improvement and policy development.
Qualifications and Experience:
Required:
- Bachelor’s degree in Finance, Economics, or a related field.
- Minimum 3–5 years of experience as a Financial Analyst or in a similar role.
- Strong knowledge of financial forecasting, budgeting, and variance analysis.
- Proficiency in MS Office, spreadsheets, databases, and ERP systems.
- Familiarity with accounting standards, tax laws, and financial regulations.
Preferred:
- Experience in the education or non-profit sector.
- Fluency in English and Russian; knowledge of Kyrgyz, Kazakh, or Tajik is an asset.
- Excellent communication, presentation, and interpersonal skills with emphasis in English.
- Ability to work effectively in a multicultural and collaborative environment.
