Job Overview:

As the Head Manager of International Relations at IT Park Uzbekistan, you will play a strategic role in positioning Uzbekistan as a global hub for IT and digital innovation. You will be responsible for developing and maintaining high-level international partnerships, representing IT Park at international forums and negotiations, and driving foreign investment, collaboration, and market entry initiatives in the tech and startup sectors.

Key Responsibilities:

• Develop and implement international cooperation strategies aligned with IT Park’s mission and national goals.

• Establish and maintain strategic partnerships with foreign governments, embassies, international organizations, tech parks, and multinational companies from APAC region.

• Lead international outreach initiatives aimed at increasing IT exports, attracting foreign companies, and enhancing Uzbekistan’s digital reputation.

• Represent IT Park at global events, exhibitions, forums, and business missions.

• Manage the organization of international conferences, delegations, and business forums in collaboration with foreign partners.

• Oversee official correspondence, MoUs, cooperation proposals, and diplomatic communications.

• Supervise and mentor the International Relations team to ensure high performance and alignment with international standards.

• Monitor and analyze global trends in the IT sector to inform policymaking and strategy.

• Collaborate closely with government bodies, diplomatic missions, and export development agencies.

Requirements:

• Bachelor’s or Master’s degree in International Relations, Political Science, Public Administration, International Business, or a related field.

• Minimum 3 years of proven experience in international relations, diplomacy, business development, or foreign affairs.

• Strong project management and negotiation skills.

• Excellent command of English, Russian and Uzbek (Asian language is a strong advantage).

• Experience working with government agencies and international donors.

• Strong understanding of global digital, startup, and outsourcing markets.

• Outstanding verbal and written communication, presentation, and networking skills.

• Working experience with Asian countries (Japan, China, Korea etc.)

Preferred Qualifications and Skills:

• Experience in the IT or tech ecosystem (parks, accelerators, venture capital, etc.)

• Knowledge of export promotion, or investment regulations

• Experience managing multicultural teams or working in cross-cultural environments

• Familiarity with Central Asian and emerging market contexts

• Proficiency in other foreign languages (e.g., Korean, Japanses, Chinese)

• Participation in international leadership or fellowship programs
