Skills:
- 7+ years of experience in the IT industry, with at least 3+ years in a leadership role managing cross-functional or engineering teams
- Proven experience in setting up or scaling new technology hubs/offices, including operational, legal, and logistical aspects
- Solid understanding of software delivery processes, including agile practices, engineering lifecycles, and delivery quality metrics
- Strong operational management background, including budget oversight, vendor and facilities management, and contract negotiations
- Experience in building and maintaining local commercial partnerships (e.g. office providers, technology vendors, or government/IT Park Uzbekistan representatives)
- Demonstrated ability to recruit, grow, and retain technical talent in competitive markets
- Strong stakeholder management and communication skills, able to influence both executive-level business leadersand technical teams
- Ability to align local delivery strategies with company-level growth objectives (EBITA, revenue, and headcount growth)
- Hands-on technical background (engineering, DevOps, or data-related) to ensure credibility when supporting delivery discussions
- Experience working with different cultures and managing distributed teams worldwide
- Fluency in English (written and spoken); fluency in Russian or Uzbek is a strong advantage
- Willingness to travel regionally as the hub scales across Uzbekistan
- Experience in leading large-scale transformation or delivery programs across multiple geographies
- Previous experience collaborating with government or investment bodies to secure operational or fiscal incentives for new hubs
- Familiarity with financial governance, EBITA modeling, and operational cost optimization in a technology delivery context
- Exposure to employer branding and community-building strategies to drive eNPS and talent retention
- Certifications in leadership, program management (e.g. Project Management Institute, Scrum Alliance), or cloud platforms (Microsoft Azure, Amazon Web Services, Google Cloud)
