Responsibilities
- Develop, implement, and update HSE policies and procedures, including occupational health, safety, environmental protection, and corporate fleet safety.
- Ensure compliance with Kazakhstan legislation, internal company standards, and international standards (ISO 45001, ISO 14001).
- Conduct risk assessments and implement measures to reduce occupational and transport-related risks.
- Control safe operation of corporate vehicles, including journey management, driver behavior, compliance with safety requirements, and vehicle condition.
- Organize and deliver HSE training for employees and contractors, including defensive driving and safety programs.
- Lead investigation of accidents, incidents, vehicle-related incidents, road traffic accidents, and near-miss cases, and develop corrective actions.
- Conduct HSE inspections, internal audits, and compliance checks across company sites and transport operations.
- Liaise with government authorities, inspectors, and certification bodies on HSE matters.
- Prepare reports and maintain HSE documentation, including fleet safety records.
- Promote and develop a strong safety culture among employees and contractors.
Requirements
- Higher education in Occupational Health and Safety, Environmental Management, Engineering, or related fields.
- Minimum 5 years of experience in HSE roles.
- Experience in transport safety / fleet safety management is an advantage.
- Knowledge of Kazakhstan HSE, environmental, and road transport safety legislation.
- Experience in incident investigation and risk assessment.
- Knowledge of ISO 45001 and ISO 14001 standards.
- Fluent in Kazakh and Russian languages.
- English level: Upper-Intermediate or higher.
Professional Skills
- Strong understanding of HSE management systems and regulatory requirements.
- Experience in risk assessment and root cause analysis.
- Knowledge of road safety management, defensive driving principles, and driver behavior control.
- Experience in developing corrective actions and preventive measures based on incidents and audits.
- Skills in delivering HSE training and awareness programs.
- Experience working with contractors and regulatory authorities.
- Ability to prepare HSE reports and analyze safety performance indicators.
- Strong communication, organizational, and leadership skills.
