Key Responsibilities

Academic Governance and Policy Compliance

• Ensures compliance with the Academic Policy, Academic Regulations, and other institutional documents approved by the Academic Council across all university divisions.
• Implements the provisions of the Academic Policy across all schools, programs, and modes of study.
• Brings quality assurance matters to the Academic Council and initiates timely escalation of significant violations, in line with the Policy's phased response procedure.

Curriculum Development

• Oversees the design and periodic review of academic programs.
• Approves curriculum maps and ensures logical course sequencing, disciplinary coherence, and the integration of digital and AI literacy as mandatory graduate competencies.
• Ensures each program maintains an up-to-date Industry Competency Framework.

Credit System and ASU Partnership

• Ensures proper credit-hour allocation across all courses.
• Responsible for the academic integrity of dual-degree programs with ASU (3+1, 4+1, 1+1), including alignment of learning outcomes, credit-transfer thresholds, and student advising on these pathways.

Assessment and Academic Integrity

• Ensures the assessment system across all programs meets Academic Policy requirements for continuous evaluation, transparent criteria, and timely feedback.
• Oversees application of AI-use rules in assessment (permitted, restricted, and prohibited uses), as well as academic integrity and anti-plagiarism procedures.
• Oversees the grading system, GPA thresholds, and academic probation and dismissal statuses.

Faculty Development

• Ensures compliance with faculty qualification requirements and the currency of faculty industry experience, approving documented exceptions where needed.
• Oversees faculty professional development, adherence to teaching standards, and annual reconfirmation of industry qualifications by faculty teaching applied courses.
• Supports the development of faculty shared-governance bodies, including faculty representation on the Academic Council.

Student Affairs and Procedural Safeguards

• Ensures protection of student rights established under the Academic Policy, including syllabus transparency, timely feedback, academic advising, and the right to appeal.
• Oversees the student appeals procedure and procedural safeguards in decisions related to academic integrity, probation, and dismissal.
• Analyzes student survey results (end-of-course, mid-semester, and via student group representatives) and ensures faculty respond to feedback with appropriate changes.

Quality Assurance and Reporting

• Leads the annual program review process, ensuring preparation, resourcing, and monitoring of quality-improvement plans.
• Maintains documentation demonstrating compliance with requirements of the Ministry of Science and Higher Education of the Republic of Kazakhstan and accreditation bodies.
• Reports to the Academic Council on academic quality, dual-degree program performance, and overall compliance.

Qualifications and Requirements

• Doctoral degree (PhD or equivalent) in a relevant field; candidates with a Master's degree and significant academic leadership experience may also be considered.
• At least 7–10 years of experience in higher education, including senior academic leadership, program management, or quality assurance roles.
• Experience with international accreditation, curriculum design (preferably backward-design or outcomes-based methodology), and quality assurance systems.
• Experience at a US-accredited or internationally recognized university, or in partnership with such an institution, is a strong advantage.
• Fluent English required; professional proficiency in Kazakh and Russian.

Knowledge of the Kazakhstani Higher Education System

The Academic Director must be fully conversant with the Kazakhstani higher education system — both InnoTech's own “Powered by ASU” model and the national requirements applicable to all universities in the country. In particular, candidates must be able to work confidently with the following documents and concepts:

• OP (Educational Program) — the program document defining the content and structure of training in accordance with Kazakhstani legislation.
• RUP (Working Curriculum) — the document defining course sequencing and credit distribution for a specific student cohort and academic year.
• GOSO (State Compulsory Education Standard) — the state standard establishing minimum requirements for content and learning outcomes.
• The Kazakhstani credit system and its relationship to the InnoTech/ASU credit-hour system — the university applies a ratio of 1 ASU credit hour to 2 ECTS/InnoTech credits.
• InnoTech's own Industry-First Learning model, the 4.0 GPA scale, and the structure of dual-degree programs (3+1, 4+1, 1+1) — applied consistently with national requirements.

Candidates must be able to ensure compliance with both national regulatory requirements (the Ministry of Science and Higher Education of the RK, GOSO) and the university's own academic model simultaneously.

• Strong skills in engaging with faculty, ASU representatives, and government authorities.
• Data-driven decision-making, particularly in annual program review and quality-improvement planning.
• Commitment to academic freedom, shared governance, and the protection of student rights.

• Internal: Academic Council, Deans, Program Directors, faculty, Registrar, Student Support Services.
• External: Ministry of Science and Higher Education of the Republic of Kazakhstan, accreditation bodies, Arizona State University representatives, and industry partners.
