Job summary
The Project Engineer is responsible for coordinating and following up multidisciplinary design activities performed by external design consultants. The role ensures that engineering deliverables comply with project requirements, applicable Kazakhstan regulations, state expertise requirements, technical standards, approved specifications, and project schedules.
The position requires broad technical knowledge across civil, structural, mechanical, piping, electrical, instrumentation, utilities, fire protection, and related engineering disciplines. The Project Engineer will act as the main technical interface between the company, design consultants, internal stakeholders, contractors, and relevant authorities throughout the design review and approval process.
Responsibilities and accountabilities
- Follow up design progress across civil, structural, architectural, mechanical, piping, electrical, instrumentation, utilities, and other engineering disciplines.
- Verify that design deliverables comply with the approved project scope, technical requirements, employer requirements, and design basis.
- Coordinate multidisciplinary design reviews and identify technical inconsistencies, interface issues, and design gaps.
- Consolidate comments from internal stakeholders and issue coordinated review comments to the design consultant.
- Monitor the design consultant’s response to review comments and ensure timely closure of technical observations.
- Review drawings, calculations, specifications, equipment data sheets, material submittals, and technical reports within the assigned engineering scope.
- Ensure that design documents comply with applicable Kazakhstan codes, standards, construction regulations, and authority requirements.
- Coordinate documentation required for submission to state expertise and support the consultant during the review and approval process.
- Follow up state expertise comments and coordinate the preparation, review, and submission of technical responses.
- Maintain a register of authority comments, consultant responses, approvals, and outstanding technical actions.
- Review design changes and assess their impact on scope, cost, schedule, constructability, safety, and operations.
- Identify design risks and escalate critical technical, regulatory, or schedule issues to the Project Director.
- Participate in design coordination meetings, technical workshops, risk reviews, and progress meetings.
- Monitor compliance with company engineering procedures, document control requirements, and project quality standards.
- Support value engineering activities without compromising safety, quality, regulatory compliance, or operational requirements.
- Ensure that approved design revisions are properly controlled and communicated to relevant stakeholders.
- Coordinate the preparation and review of final design documentation, approved-for-construction drawings, and as-built records.
- Maintain clear records of technical decisions, design reviews, approvals, correspondence, and consultant submissions.
Qualifications:
- Bachelor’s degree in Mechanical Engineering or Civil Engineering
- Relevant professional engineering certification is an advantage
- Project management, construction management, or design management certification is an advantage
- Training or certification related to Kazakhstan construction regulations, state expertise procedures, or industrial project requirements is preferred.
Experience:
- 8 to 12 years of relevant engineering and project experience.
- Extensive experience in the design coordination and technical review of industrial, manufacturing, infrastructure, or major construction projects.
- Demonstrated experience working with design consultants and clients and reviewing multidisciplinary engineering deliverables.
- Strong experience with Kazakhstan state expertise requirements, design approval procedures, and regulatory submissions.
- Experience coordinating with government authorities, consultants, contractors, vendors, and internal project stakeholders.
- Experience in design development, detailed engineering, construction support, and project handover.
- the experience in cost estimation preparation using Smeta software platform
Competencies & Skills:
- Strong understanding of engineering principles
- Working knowledge of structural, architectural, piping, electrical, instrumentation, utilities, HVAC, fire protection, and process-related design interfaces
- Ability to review engineering drawings, specifications, calculations, schedules, and technical reports
- Knowledge of Kazakhstan construction codes, standards, permitting processes, and state expertise requirements
- Strong design review, coordination, and document control skills
- Ability to identify technical gaps, design conflicts, and constructability risks
- Proficiency in engineering document management and project tracking systems
- Working knowledge of AutoCAD and common engineering review tools
- Familiarity with BIM and 3D model review tools is an advantage
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Project
- Strong written and verbal communication skills
- English proficiency is required
