Coventry University Kazakhstan is opening its doors in Almaty, and we are looking for an HR Specialist to join our growing team. Job Purpose

At Coventry University Kazakhstan, the ESM and HSE Specialist is responsible for the effective operation, maintenance, and safety of the university’s engineering systems (including HVAC, water, power supply, and fire safety systems), while also ensuring compliance with all health, safety, and environmental regulations. The role plays a vital part in safeguarding the campus infrastructure and promoting a safe, secure, and sustainable environment for all staff, students, and visitors.

Main Duties and Responsibilities

Engineering Systems Maintenance:

• Monitor, operate, and maintain engineering infrastructure, including electrical, heating, ventilation, air conditioning (HVAC), water supply, and fire suppression systems.

• Plan and implement preventative maintenance schedules to ensure system reliability and efficiency.

• Respond to system failures and technical issues promptly, ensuring minimal disruption to university operations.

• Coordinate with vendors and contractors for servicing of complex engineering equipment.

• Maintain detailed records of inspections, maintenance activities, and system performance.

• Assist in developing upgrade plans for engineering systems based on usage, wear, and technical obsolescence.

Health, Safety, and Environment (HSE):

• Implement and enforce HSE policies and procedures across the university.

• Conduct regular safety inspections, risk assessments, and environmental audits.

• Ensure compliance with local regulations and international best practices in occupational health and safety.

• Investigate accidents, incidents, or near misses and produce detailed reports with corrective action plans.

• Promote a strong safety culture by organizing regular training sessions, drills, and awareness campaigns.

• Monitor hazardous materials handling and ensure safe storage and disposal practices.

• Lead the implementation of safety protocols and provide training where necessary.

Regulatory and Compliance:

• Work with government authorities on regulatory inspections and certifications (e.g., fire safety, sanitary requirements, energy compliance).

• Ensure accurate and timely submission of reports and documentation to regulatory bodies.

• Keep up-to-date with changes in safety, environmental, and engineering compliance laws.

Resource and Asset Management

• Implement space planning and allocation for academic and administrative units.

• Responsible for logistical support for university events, technical equipment, and utilities.

Emergency Preparedness:

• Develop and maintain the university’s emergency response and evacuation procedures.

• Coordinate with campus security and facilities teams to ensure readiness for fire, natural disaster, or technical emergencies.

• Maintain and inspect emergency systems (generators, alarms, extinguishers) on a regular basis.

• Sustainability and Energy Efficiency:

• Support sustainability initiatives by monitoring energy usage and identifying areas for improvement.

• Recommend and implement environmentally sustainable practices in engineering and facility operations.
